Multiple Programs - COOKIE.EXE
As you might guess, there are many different programs using the name Cookie.exe.
A file called cookie.exe installs with CookieWall by Analog X. CookieWall allows you to decide which cookies can stay on your system, and which cookies should go. CookieWall can be configured to delete cookies as soon as they arrive, to notify you of any new ones, or just que them up for you to check out at a later date. If you want these services, then leave this file in place.
You also have a cookie management program installed as part of WinPatrol. To find it, maximize WinPatrol and click on the Cookies tab. You'll see all currently installed cookies. Clicking the "Nuts" Button will get you cookie management options.
