Dbservice.exe installs with NetSpy by Skysof Software. You'll find this instance of the file in your c:\Program Files\NetSpy\Server\ folder. This program logs keystrokes and URLs, and captures screenshots. If intentionally installed, it can be used to track what your kids are doing on your computer or may be used by employers who want to know what employees are doing on company systems. It can also be used maliciously by intruders who want personal information such as credit card numbers or User IDs and passwords. First, kill it under Active Tasks then remove it from your Startup Programs.

Dbservice.exe may also appear in your c:\radiantone\bin\ folder. This instance of the file installs with the RadiantOne Virtual Directory Server by Radiant Logic.
