Dps.dll is the WDI Diagnostic Policy Service by Microsoft. This file installs with Windows Vista. We'd recommend leaving this file in place.

Dps.dll also installs with the 'Avenueme Desktop Personal Shopper' or 'My Personal Shopper' variants of the Hotbar adware program. This program tracks your web browsing and web search habits then delivers targeted popup ads. You'll find more information at http://www.symantec.com/security_response/writeup.jsp?docid=2003-080410-3847-99. Unless you're really attached to this program, we'd recommend removing this file using WinPatrol. First, kill it under Active Tasks then remove it from your Startup Programs and/or IE Helpers. If running WinPatrol 8.x or later, right click the file then select "Delete file on Reboot". Finally, reboot your system.
