Prolific USB Support – IOCTLSVC.EXE

IoctlSvc.exe installs with Smart I/O Device drivers by Prolific Technology, Inc. This file may be managing communication between your PC and peripherals such as your USB based scanner or printer, and any USB based hard drive, flash drive, CD or DVD drive. Finally it can provide data transfer between PC and various communication devices through the USB port, e.g. PC to PC, PC to Cellular, PC to PDA.

You may see this file described as the "PLFlash DeviceIoControl Service". This company is based on Taiwan but information in English can be found at http://www.prolific.com.tw/eng/Product.asp. If you remove this file, devices that depend on it may stop working. So unless it's giving you problems, we'd recommend leaving it in place.
