Microsoft Paint – MSPAINT.EXE

Microsoft paint is a drawing tool that has been included in the Windows operating system since the beginning. By today's standards, it's somewhat primitive but it does let you use drawing tools to make black and white or color bitmap (bmp) images. This file does not need to be running all the time. You can run it via Start > Programs > Accessories > Paint.

Microsoft offers a tutorial on using Paint at http://www.microsoft.com/windows2000/en/professional/help/default.asp?url=/windows2000/en/professional/help/app_paintbrush.htm.
