Outlook or Outlook Express Icon – OUTICON.EXE
OUTICON.EXE is the icon that installs with Outlook and Outlook Express. For XP users, it may appear in an long path containing your Outlook or Outlook Express identity (a long series of numbers). Here's an example:
C:\WINDOWS\Application Data\Microsoft\Installer\{0030409-78E1-11D2-B60F-006097C998E7}\outicon.exe.
This file doesn't need to be running all the time. If you've just installed Outlook, Outlook Express, or the MSIE browser, try rebooting. Beyond that, it doesn't drain memory or resources so leaving it alone is fine.
