Secondary Logon - seclogon.dll
Seclogon.exe is a service provided by Microsoft as part of your Windows operating system. It enables you to start processes or run programs under alternate credentials. If this service is stopped, this type of logon access will be unavailable. If this service is disabled, any services that explicitly depend on it will fail to start.

This service supports the "Run As" command on the context menu that allows a user with limited rights to run an executable as if they were a higher level user. By default, this service runs as 'automatic'. Unless it's not causing you problems, we'd recommend leaving it in place.
