Uninstall Program or Wizard – UNINSTALL.EXE

Generally, the file uninstall.exe is used to run an uninstall wizard or program that can safely uninstall software you no longer want on your system. This file can be run from a program directory or may be launched from Control Panel > Add/Remove Programs. A file by this name may also be downloaded to remove a particular program. In some cases, programs promising to uninstall adware or spyware may not do so completely.

It's unusual for this sort of file to be running all the time. If you've just uninstalled something, rebooting may get rid of it.
