Ibbar.dll is the Instant Buzz toolbar. This affiliate-related toolbar promises to drive targeted traffic to your website. It proports to be offered "by invitation only" from other members. But it can be found directly at http://www.instantbuzz.com/.

Unless you intentionally installed this program and enjoy using it, we'd recommend uninstalling via Control Panel > Add/Remove Programs. If that doesn't remove the file, then we'd recommend removing the file using WinPatrol. First, go to your Active Tasks and kill it there, then go to your IE Helpers and remove it there.
