ICQ.EXE is the executable for the professional version of the ICQ instant messenger service that was recently purchased by AOL. Their new beta of ICQlite uses icqlite.exe as the executable.
You can expect to see this file running whenever you have ICQ up and running. If you run ICQ at system startup, it’ll be in your startup and active task lists.

There are also some ICQ addins that use ICQ.EXE as the name of their self-extracting downloadable archive file. And there are ICQ "cracks" (methods to enable the paid version of the program without registering) that are named ICQ.EXE. We'd recommend against running these.
