Microsoft Mobile Sync Manager - MOBSYNC.EXE

MobSync is usually set up by default to syncronize your offline web pages at log-on. It's used by Internet Explorer to be able to view pages when you're offline. One of the Insettings tells Windows to automatically synchronize your on and offline pages and mobsync.exe takes care of it. Unfortunately, the setting is on by default.

If you really need this feature then keep it. If you don't need to view web pages offline, it can be safely removed. If you use it occassionaly, it can be run manually by going to your Start menu, selecting Programs then Accessories. Finally, click on "Synchronize".
