This file is used to launch Microsoft Money Express, part of the Microsoft Money finance software.

If you’re having trouble launching Money Express, this article from Microsoft’s Knowledgebase offers the following workaround:

Start MS Money.
On the Tools menu, click Options.
Click the Bills and Deposits tab.
Clear the Use Money Express check box, and then click OK.
Quit Money, and then restart Money.
Repeat steps 1 and 2, and then click to select the Use Money Express check box.
