Prxcnbrsrctrl.dll is the browser helper object that installs with ProxyConn Accelerator. This program promises to speed up your dialup internet connection. More info can be found at http://www.proxyconn.com/.

If you feel that this program is improving your speed, then leave this file in place. It will need to be running anytime your surfing the net. If not, it can be removed using WinPatrol. You'll find it under your "IE Helpers" tab.
