Start / Stop Utility - STARTSTOP.EXE

STARTSTOP.EXE is a program by TFI Technology. It will allow you to set programs to start, not start, or ask you what to do each time you boot your system. Because you're running WinPatrol, this program is probably not needed.

Less commonly, STARTSTOP.EXE is a program by ESRI that installs with arcGIS 8.x. It used to stop and start arcGIS applications. More info can be found at here.

Because the name of this file is fairly general, it may be a part of other programs as well.
