Sagem is based in western Europe and most references we found to this file were in German or French. The file is described as monitoring the quality of a DSL or ADSL connection. Some users have reported that they've removed it successfully. If do so, we'd recommend disabling it via WinPatrol. That way if you can't connect to the Internet, you can easily re-enable it.
