Multiple Programs – NETMETER.EXE

We found many programs using a file called netmeter.exe.

A file called netmeter.exe installs with the Nielsen ratings software by Netratings. Neilsen, most famous for collecting survey information from TV viewers, also rates web based content. If you're participating in a Nielsen ratings project, you'll need to leave this file in place. If not, you can remove it via WinPatrol or by going to Control Panel > Add/Remove programs. Netmeter.exe installs with NetMeter v1.4. The onscreen display shows your online time, the cost of the current phone call, the total monthly cost of the phone calls and your ISP charge.

Netmeter.exe installs with Haim's NetMeter - a utility that tracks the speed of your Windows CE to PC connection. A similar type of utility is also available from Starfish Internet Utilities. These utilities are built upon winpcap - the Windows packet capture utility.

If you don't recall installing any type of metering software, it would be best to remove this program using WinPatrol.
