Cmicnfg.cpl and cmictrlwnd create a Control panel setting used to configure C-Media based soundcards. You'll find drivers and tech support at http://www.cmedia.com.tw/e_tech_01.htm.

In some cases, this file may appear as "RunDLL32 cmicnfg, cmictrlwnd". RunDLL and RunDLL32 are commonly found in the startup group and used to call functions directly within a special program library that may be shared by other programs.
