Norton Fraud Monitoring – COIEPLG.DLL

Files called coieplg.dll and uibho.dll will be found in your c:\Program Files\Common Files\Symantec Shared\coShared\Browser\2.0\ folder. These files install with Norton Internet Security and Norton 360. These files are required if you use the fraud monitoring toolbar or taskbar. With fraud monitoring enabled, a toolbar or taskbar notification will pop up if a website you've loaded is suspected to be fraudulent.
