Cyberlink PowerCinema – CLMLSVC.EXE

Files called clmlsvc.exe and clmlserver.exe install with Cyberlink's PowerCinema products. This software lets you play TV and Radio via the included tuner card. You can schedule recording of these programs. You can also create photo slideshows and can rip CDs. Finally, you can watch DVDs. If you have recordings scheduled, leave this file in place.

If you use the scheduling features, you'll want to leave these files in place. If not, then the program can be launched manually when needed via Start > Programs.
