Webupdatesvc4.exe, wuw.dll, and wuwstup.exe install with the Web Update Wizard by PowerProgrammer. This tool is generally sold to programmers for use in their programs as a way of sending customers upgrades and patches. If you're not a programmer, chances are good that you purchased a program that includes this service. If so, and if you like the idea of automated updates, leave webupdatesvc.exe in place.
