Wavxdocmgr.exe will be found in your c:\Program Files\Wave Systems Corp\Services Manager\DocMgr\bin\ folder. It installs with Embassy Trust Suite by Wave Systems. You'll find more information on Embassy Trust Suite at http://www.wave.com/products/ets.asp. If you stop, disable, or remove this file; you may not be able to access protected documents, files, folders, etc. If you don't recall installing this software, it may have come installed with your external Dell FingerPrint Reader that comes with some Dell Laptops.
