This program appears to be something America Online uses on networks that allows users to get through some corporate type firewalls. I'm sure there are folks who view it as something sinister but it doesn't appear to cause problems or transmit any state secrets.

Part of an automatic support engine for multimedia "Web Driver" from Wild Tangent
Their web site says...

The purpose of WCMDMGR.exe is just to routinely check for updated software on it's servers.
We recommend finding the WildTangent icon in the control panel and disabling the auto update feature.
